RESEARCH INTERESTS
LEGISLATIVE POLITICS
At present, my research mainly focuses on the analysis of legislative politics. More specifically, I am interested on the variables that influence parliamentary conflict and the efficiency of legislatures. Are laws passed in the Spanish parliament passed with a broad consensus? Do opposition groups introduce a significant number of amendments on legislation? Do these amendments succeed, namely do they enter the final text of laws? Are amendments oriented to transform legislation or mainly used as symbolic devices? Are parliamentary groups willing to engage in policymaking following a responsible approach to politics or, by the contrary, do they base their parliamentary strategies on criticizing governmental action with no effort to deliver policies? Are the opposition strategies of mainstream and non-mainstream parties significantly different?
This research is possible thanks to the funding of the Ministerio de Ciencia, Innovación y Universidades (grants RTI2018-096950-A-I00 and PID2021-127542NB-I00) and is conducted in collaboration with other researches: Luz M. Muñoz (University of Barcelona), Andreu Casas (Vrije Universtiy), Andreu Rodilla (University of Barcelona), Elisabetta De Giorgi (University of Siena), Joao Cancella (University of Lisbon) and paid research assistants.
DATABASES
We have created databases on legislative voting and legislative amendments:/ DATA ON LEGISLATIVE VOTING
/ DATA DATA ON LEGISLATIVE AMENDMENTS
We are working on different datasets.
A first dataset includes the total number of proposed amendments on all executive bills discussed in the Spanish Parliament from 1996 to present (including the text of the amendment, the parliamentary group that proposes it and the motivations).
A second database, provides information on amendment’s efficiency rate, namely identifies which amendments make it into final legislation based on the application of web scraping, text parsing and text reuse methods (under progress).
A third dataset, based on 15 case studies (5.181 amendments), is oriented to explore on a qualitative basis the purposes of legislative amendments. We developed a typology to know whether amendments are oriented to implement political-game playing strategies, to influence policy-making, to introduce formal (cosmetic) reforms; signal markers for the future, or give visibility to certain issues (issue saliency strategies).
A fourth database is oriented to collect information on amendments proposed to the budget law and also which groups are more effective in having these amendments passed. We are also coding the topic of budget allocations based on the CAP (Comparative Agendas Project) codes (health, education, transport, etc.) to know patterns of redistribution of resources prosed by the legislative amendments.
We are also implementing a survey to MP’s in the current legislature oriented to analyze the purposes and motivations of legislative amendments and the participation of interest along the legislative process.
So far, we have developed an original and comprehensive databases on legislative voting containing information on the total number of votes and the specific votes cast by each parliamentary group (positive, negative, abstentions and absences) for all the organic laws and the validation votes for all the decree-laws passed by the Spanish parliament between 2001 and the present. You can access our dataset here or through the Q-dem.

We are in the process of finishing three databases on legislative amendments.
A first dataset includes the total number of amendments introduced on all executive bills discussed in the Spanish Parliament from 1996 to present (including the text of the amendment, parliamentary group and justification).
A second database, identifies which of these amendments make it into final legislation (amendment’s efficiency rate) based on the application of web scraping, text parsing and text reuse methods (still under development).
A third dataset, based on 15 case studies (5.181 amendments) is oriented to explore on a qualitative basis the purposes of legislative amendments.
We developed a typology to know whether amendments are oriented to implement political-game playing strategies, to influence policy-making, to introduce formal (cosmetic) reforms; signal markers for the future, or give visibility to certain issues (issue saliency strategies).
We are also implementing a survey to all the MP’s in the current legislature oriented to analyze the purposes and motivations of legislative amendments and the participation of interest along the legislative process.

1. AGENDA SETTINGS
I have devoted an important part of my research to the analysis of public policies and agenda setting dynamics. Policy makers are required to address a multitude of problems in society but most of the time they do not have the resources, time or willingness to address them.
